ENTRY-LEVEL DRIVER TRAINING REGULATIONS

 The ELDT regulations set the minimum Federal requirements for training that entry-level drivers must complete before being permitted to take certain commercial driver’s license (CDL) skills or knowledge tests on or after February 7, 2022. 

Who is considered an entry-level driver? Individuals applying to: 

Obtain a Class A CDL or Class B CDL for the first time; 

Upgrade an existing Class B CDL to a Class A CDL; 

Obtain a school bus (S), passenger (P), or hazardous materials (H) endorsement for the first time.

ENROLLMENT REQUIREMENTS

  • Must be 18 years of age or older. The Bureau of Motor Carrier Safety sets the minimum age for drivers in interstate commerce at 21 years old, while CDL  or CLP holders 18 to 20 years old can only drive within their state of residence.
  • Hold a valid and current Driver’s license within the United States.
  •  Must have a valid Medical Examiner’s Certificate that acknowledges a good vision and health conditions and pass a DOT drug screening. 
  • Must pass the Commercial Learner's Permit test at the DMV.
  • Have basic fundamental skills to speak, read, and write in English per Federal Motor Carrier Safety Regulations (§391 FMCSR).
  • Be a lawful permanent resident of the United States or have a current valid visa or work permit to work in the United States.
  • Understand Highway Traffic signals and signs.

OBTAINING A CDL PERMIT (CLP)

 

  To obtain a CLP, the applicant must pass the knowledge test at the DMV. 

The commercial driver’s license manual can be picked up at the local Driver’s License Department.
